    Regarding Agenda Item 6.10, I respectfully encourage the Board to include High Valley Road within the County’s future Capital Improvement Program priorities.High Valley Road serves not only the residents of the East Region, but is quickly becoming one of Lake County’s most important recreation corridors. Once the new John T. Klaus County Park opens to the public, traffic along High Valley Road is expected to increase significantly throughout the year. The park has the potential to welcome tens of thousands of visitors for hiking, wildlife viewing, birdwatching, environmental education, equestrian activities, family outings, and community events.With the park’s opening, High Valley Road will also see increased use by school groups, conservation organizations, volunteers, cyclists, birders, hikers, equestrians, and families traveling to and from the park and surrounding public lands. Planning now for this increase in visitation will help ensure that everyone can travel safely.
    As use grows, it is important that our transportation infrastructure keeps pace. Portions of High Valley Road have narrow lanes, tight hairpin curves, limited shoulders, constrained sight distances, and areas where pedestrians, bicyclists, equestrians, passenger vehicles, and larger vehicles must safely share the roadway. Proactively addressing these conditions now is an investment in public safety before traffic volumes increase.
    In addition, High Valley Road serves as a critical emergency access and evacuation route for area residents during wildfire and other emergency events. Improvements to this corridor would strengthen emergency response capabilities, improve evacuation reliability, and increase resilience for the entire community. I respectfully ask the Board to direct staff to evaluate High Valley Road for inclusion in upcoming Capital Improvement Program planning and to actively pursue state and federal transportation, recreation, and wildfire resilience grants that could help fund these improvements.
    By planning ahead and investing in High Valley Road before the park opens, the County can ensure safe access to one of its newest recreational destinations while protecting residents, supporting tourism and economic development, and strengthening emergency preparedness for years to come.
