California Advisory Committee on Geographic Names (CACGN) does not have the authority to recommend renaming a town.
CACGN feels they have unclear authority of (UPP) Unincorporated Populated Places such as Kelseyville.

"The ambiguity around CACGN’s authority could result in legal challenges if they proceed with making a recommendation ..."
"CACGN’s charter does not explicitly grant the committee authority to issue recommendations for unincorporated populated places, leading to concerns about legal risks if they proceed with reviewing the Kelseyville-to-Konocti proposal."
