6.8 25-109711:30 A.M. - PUBLIC HEARING - Consideration of Draft Ordinance Amending Chapter 21, Articles 11 and 12 of the Lake County Zoning Code to Implement General Plan - Housing Element Policy HE-58 Pertaining to Affordable Housing
For your consideration and in light of governmental transparency, there is no mention on this agenda item regarding the HCD letter which was sent to county staff in July 2025 pertaining to the housing element issues and HCD non-compliance.
The necessity to now rush this through is a great disservice to everyone in the county as it does not afford adequate time for a complete review and understanding; not by your Board, the Planning Commission nor the members of the public.

LakeCAP, a local grassroots nonprofit organization, wishes to comment on your Agenda Item 6.8—proposed Enforcement Measures and Associated Due Process Requirements for Cannabis Cultivation Related Taxes.
LakeCAP supports the County Treasurer-Tax-Collector’s efforts to improve collection of cannabis taxes. Adding the proposed enforcement measures to the Treasurer-Tax Collector’s toolbox can increase the effectiveness of the County’s cannabis tax collection.
Currently, there are several cannabis tax collection tasks that are labor-intensive. There are many challenges surrounding the collection of the County’s cannabis tax. The proposed ordinance and changes to Chapter 18, Article VI of the County Code are a step to improving the County’s cannabis tax collection.
By approving the proposed ordinance and changes to Chapter 18, your Board continues your commitment to good management. LakeCAP encourages this effort.
On a related subject, LakeCAP shares your Board’s interest in getting a better understanding of County cannabis tax and fee revenue and funds. LakeCAP looks forward to the financial analysis of the County’s cannabis program that your Board expressed interest in this year during your budget meetings.
