5.4 25-1034(Sitting as the Lake County Watershed Protection District Board of Directors) Approve two Joint Funding Agreements with the U.S. Geological Survey, U.S. Dept. of the Interior (USGS) for stream monitoring in Kelsey, and Clover Creek, for a total amount not to exceed $75,490 and authorize the Water Resources Director to sign.
I respectfully request clarification regarding the status of the grant funds that were, to my understanding, designated to support Clover Creek stream gage and flood management monitoring under the CalSIP grant program, approved by Board resolution on March 18, 2025.
I am concerned that these funds may not have been utilized as intended, or that the grant period may have expired without the planned monitoring work being completed. Stream monitoring and flood management are critical components of protecting Clear Lake’s tributaries and surrounding communities, ensuring the effectiveness of watershed restoration and public safety efforts.
Could staff please clarify whether the CalSIP grant funds were expended, reallocated, or allowed to lapse—and, if so, whether there are plans to reinitiate or reapply for similar funding to continue this important work?
