Please find below my comments on Item 6.5 - Sonoma Clean Power CCA Consideration.
Whereas Clauses

The Whereas clauses make no mention of Ordinance 3026 which was adopted by the Lake County Board of Supervisors in 2015. Section Three of that current ordinance establishes several key implementation requirements for a Community Choice Aggregate Program. Does the proposed ordinance presented here supersede or void Ordinance 3026?
Tribal Engagement

On multiple occasions when questioned about tribal engagement, Sonoma Clean Power CEO, Geof Syphers asserted that there is no legal mandate for outreach and criticized state regulations for this gap. Yet, the agenda packet for the June 2025 Sonoma Clean Power Board of Directors meeting included a staff report featuring a feasibility study for the Lake County area and a detailed implementation outline.
Page 74 of the SCP Board of Directors staff report explicitly outlined implementation phases, specifying that Tribal Engagement was scheduled to commence in July 2025—a milestone that was not met. While SCP CEO Mr. Syphers acknowledges that Lake County is home to seven federally recognized tribes and emphasized the value of their participation, the failure to adhere to the organization's own plan undermines this recognition.

A Strong Foundation

The county is currently updating its local area plans and general plan, which will serve as our roadmap for the next 25+ years. One effective way for Lake County to maintain oversight of its resources and demonstrate responsible land stewardship is to implement a robust renewable energy element from the outset. A prime example of this is Sonoma County's Renewable Energy Combining District approach. Establishing a strong foundation—despite a history of high staff turnover at the county level—will help ensure that the county's vision for future development is consistently upheld.
For these reasons and others, I respectfully request that the Board take a step back and deny Sonoma Clean Power's offer at this time or request a one year extension of the offer.

I have never been a fan of a monopoly controlling anything. PG&E has been in the enviable position of maintaining a monopoly on electricity sales on the North Coast for far too long. They have also failed to live up to the social responsibility that comes with this. Giving Lake County residents a choice between SCP and PG&E seems like an excellent idea. I know some opponents of this worry about retaliation from PG&E if we go forward with SCP, but what are they going to do to us? Remove a dam and drain one of our lakes? This has already been tested in Sonoma and Mendocino Counties. I definitely support our membership with SCP.
