Chair Crandell, Vice Chair Rasmussen and Supervisors,
For your Board’s information, Harmony Communities, a Mobile Home Park (MHP) owner in Lake County, is in the news. KQED (San Francisco) reported on 29 Sept 2025 on Marin County MHP residents' struggle for affordable rent while Harmony Communities raises rents and fees. Some Marin County residents sued Harmony Communities to stop unfair practices that can lead to eviction. The link to the story is below.
For Lake County, this story plus public comments from Lake County mobile home residents made at your Board’s meeting last week, point to the urgent need to protect Lake County residents—senior and disabled residents in particular—from unfair rental practices. The work of your Board’s ad hoc committee on rent stabilization is crucial in preventing homelessness among our most vulnerable neighbors.
Thank you for your consideration.
Best regards,
Margaux Kambara
Lake County Resident

Regarding the 1:01 pm discussion on Rent Stabilization:
The residents from Lake Village Estates in Clearlake Oaks have been attending ERTH Town Hall meetings for 18 months, describing many of the activities that occurred since their mobile home park was purchased by an outside corporation. They have been asking for help. Many are on fixed incomes and the burden of price increases across the spectrum is compounded by corporations using a vulnerable population as a tool for a return on their investment.
According to the recently released Lake County Housing and Implementation Plan (HAIP), there are 7207 mobile homes in Lake County (21% of all housing) with 40% of these in mobile home parks (Calif Dept. of HCD) - or nearly one in every ten homes. There are more than 100 MHPs in Lake County.
Senior and affordable housing is a top priority in Lake County 2050 discussions. This is a very important topic and now is the time to consider a balanced approach.
We applaud Supervisor Crandell for working with the residents and the park management, and ultimately bringing this topic to the Board of Supervisors. We also applaud the residents of Lake Village Estates for speaking out.
