I am requesting a thorough review and discussion of the Procedure, Protocol & Rules Manual to address serious legal and ethical concerns regarding directives issued by the CDD Director. Specifically, my company was told to commit a felony by bribing Sheriff Bingham to reverse his decision on a background disqualification. The CDD Director admitted there is no ordinance supporting such procedures, meaning this directive not only conflicts with county regulations but also violates state and federal law.
If the county believes this is an acceptable procedure for cannabis permittees, then fairness dictates it should be implemented across all industries. A formal policy should be developed allowing any business or individual to solicit peace officers for permit approvals—not just cannabis applicants and employees. This inconsistency creates a dangerous precedent and undermines the integrity of county governance.
This discussion is critical to ensuring public officials act lawfully and that county policies align with legal standards, ethical governance, and public trust. I urge the Board to take immediate action to clarify this issue and ensure no future applicants are placed in a similar situation.
