During a drought year in a county with no back up water storage, it is imperative that the county do everything it can to ensure the groundwater is used sustainably. A moratorium or stricter regulations for new wells and use permits that substantially affect the water supply needs to be seriously considered. This is not the last time the county will experience these droughts. Hydrology reports and drought management plans were a step in the right direction for commercial ag projects. The recommendation of moratorium on new wells along with the urgency ordinance for water haulers will assist in ensuring that water is not used for illegal activities in the county.
