    This appears to meet the intent of previous discussions, but d)i & ii are poorly worded. CEQA has not completed its process until a public hearing has taken place and an applicant or opponent of a project has had an opportunity to appeal a decision they disagree with. Only after that time passes or an appeal has been heard by the BOS has the CEQA process been completed. This should say "A complete application has been received prior to December 15, 2020". It is not an applicants fault if staff has not had time to review their application. If staff reviews an application in May of 2021 that was submitted in October of 2020 and finds that the applicant had submitted a complete application they should qualify for the transition. The bulk of the areas in the FPZ's required mixed light or indoor cultivation already, so applicants should be cautioned that their projects for outdoor cultivation may still be denied. A complete application is NOT a guarantee of approval.
