6.7 21-174 10:50 A.M. - Consideration of (a) Resolution regarding Early Activations for Cannabis Cultivation (b) new Ad Hoc Committee to review, revise, and revamp the cannabis cultivation ordinance of Chapter 21, Article 27.13 (at)
CannaCraft has been operating Kindness Farms in Lakeport since last year, under the Early Activation program. We appreciate the Board’s efforts & support the amendments, & all points raised in the LCCA letter. Additionally, we have two recommendations:
1) Allowing EA permits for the calendar year, not 6 months. Planting depends on many factors, including the timing of environmental compliance. The 6 month limitation creates an unnecessary local barrier to state licensing for farms that are otherwise in good standing.
2) Creating a path for changes to site plans so that applicants can prepare an Initial Study for the entire proposed project, to streamline the Use Permit application. This will ultimately create more efficiency & conserve staff time.
Finally, we encourage the timely creation of an Ad Hoc to revise the cannabis ordinance & bring it into alignment with state law to provide much needed clarity to both operators & staff about the future of the program. Thank you
I am in support of the Ad Hoc Committee creation. However I feel this Board should not vote on any changes until the Ad Hoc Committee has been seated and a recommendation be made to the board from those meetings. I do not support the changes to the current ordinance, as it does not have community buy in. Additionally, Early Activation is a ministerial process to the Discretionary Permit. There is no CEQA analysis done for Early Activation, it is done for the project, EA is a benefit for complete application, as the County recognizes the need for cultivators to remain viable within the industry.
Lastly, I believe there should be (2) additional seats on the Ad Hoc Committee for a full representation of the County. A member-at-large seat, and a seat for the real-estate/development industry should also be included. This will allow for a wider spread of information. Please review the attached letter for a more concise understanding.
