6.2 20-909 9:02 A.M. - Consideration of Direction to the Registrar of Voters, regarding the Referendum Against Ordinance No. 3097, "An Ordinance of the County of Lake to Provide for Graduated Levels of Enforcement of Public Health Orders Through Education and Training and the Imposition of Administrative Fines", adopted by your Board on August 18, 2020
The ordinance does not imply any of the things these people used to scare the signatories. Lack of clear messaging however has encouraged vigilante behavior.
On Sept. 19th, an anti-masker pushed his way into our Farmers’ Market. We require masks and offer free ones.
When told that no one will sell to him without a mask he got angry and approached an elderly lady who started to back up, clearly afraid. Intentionally exposing others to a potential life-threatening disease is real assault.
I would like to offer my support of directing the registrar of voters to verify the signatures. If the petition is found to have a sufficient number of signatures, I would encourage the BoS to put the issue to voters rather than rescind the ordinance.
The BOS absolutely should direct the ROV to examine each and every signature on the petition. I am aware that not only were their misrepresentations of the underlying ordinance made to signatories, but some signers already regret signing. We need to make sure circulators weren't sloppy on such an important issue. Our cases are now skyrocketing and anti-maskers are contributing. This County is in trouble. I also deplore the anti-masker tactics at the Farmer's Market this past weekend.
I support directing the Registrar of Voters to undertake a full validation of all signatures submitted on the petition regarding the "Referendum Against Ordinance # 3097." My personal experience in the inconsistency of people wearing masks in enclosed public places demonstrates the immediate need for enforcement measures with penalties for non-compliance. The virus doesn't care what you believe, it will kill you indiscriminately. 200,000 deaths and counting.
I am in support of the ROV reviewing every signature on the submitted petition opposing the health ordinance approved by the BOS. Unethical practices including but not limited to fabricating what the health ordinance says were used to gather signatures. There must be a reasonable assurance the Lake County BOS will provide protection against rogue groups doing whatever they please to accomplish their objectives. Please provide these assurances.

I fully support the recommendation that this item be sent to the ROV for a full and detailed examination. It is my strong belief that many of these signatures were gathered by unattended sheets left on counters of local businesses. In addition I have heard several mentions that not always was a copy of the Ordinance attached. It is in Lake County's best interest that each signatures be verified and if found sufficient a public vote held. This crisis is only going to get worse. Protect us please.

Does our public health officer have the right to educate, train and impose administrative fines for violation of the mask policy? Leaving this question unanswered will simply lead to more confusion, resistance, and, in my opinion, more Covid-19 cases and deaths.
